Abstract. At the moment one of the main system documents of strategic planning in the Russian Federation – the “Spatial Development Strategy of the Russian Federation in the period up to 2030 with a forecast up to 2036,” approved by the order of the Government of the Russian Federation on December 28, 2024, No. 4146-r – was formed conceptually. This document was created to develop a harmonious system of settlement and territorial organization of the economy aimed at the achievement of national goals and the strengthening of national sovereignty. The previous “Spatial Development Strategy of the Russian Federation in the period up to 2025” was criticized more than once, which indicated the need for its profound revision taking into account the current realities. The main purpose of the article is to outline the key methodological foundations of spatial development of regions related to the upd ate of the Spatial Development Strategy of the Russian Federation. In order to assess the qualitative changes, a comparative analysis of system normative-legal acts in the field of strategic planning is carried out, and a conclusion is made about the concentration of attention on federal districts in terms of understanding the spatial structure of the economy. The authors suggest a variant of the methodology for the assessment of federal districts in terms of a se t of socio-economic characteristics that are integrated into the final indicator. The results obtained determine the author’s approach to the calculation of a comprehensive indicator of the level of socio-economic development in federal districts, which is characterized by a set of private indicators that provide a multidimensional characterization of socio-economic development. Based on the results of the assessment, the rating of federal districts and constituent entities is compiled, which can serve as a basis for the development of strategies to improve the efficiency of public management.
