Abstract. Based on the analysis of modern government approaches to the development of entrepreneurship in the regions of Russia, the article shows the problems and advantages of a strategic approach to problems’ regulation of small business in Volgograd region. Conceptual provisions of strategic government regulation of small business entities’ activity at the regional level on the basis of subject-object and systems approaches of strategic state regulation of small business at the regional level were identified. The methodological basis of the study is represented by the results of research studies, primarily by domestic specialists, in which a comprehensive analysis of the conditions and specifics of strategic management of business development in the region with the identification of promising opportunities for the integration of relevant innovative methods in the regional socio-economic system is made. Accordingly, the following general theoretical and special research methods were applied in the process of the conducted research: statistical analysis, generalization, grouping, systematization, deduction and induction. The study revealed the need to improve strategic management tools in prioritizing small business development, especially in the context of growing external turbulence and transition to modern methods of territorial development. Small business is a driver of economic development, both regionally and nationally. Despite a number of problems faced by small businesses (difficulty in obtaining government support, high tax burden, etc.), there has been an increase in the number of registered individual entrepreneurs in the last three years. This trend can be explained by the strategic steps taken by the Government of the Russian Federation in the last three years, which promote the development of business support infrastructure and the expansion of financial and non-financial measures for the development of entrepreneurship in the regions.
