Abstract.  The article  considers the  key provisions  of the  concept of  innovation  territories  and specifies  the characteristic features of the latter. The paper summarizes the approaches to the formation of the framework model of innovation-oriented development territories as a matrix structure, including the most developed and important elements of the territorial structure of the region (reference centers, areas, axes and corridors). In the framework of the proposed paradigm, both large industrial associations in symbiosis with small and medium-sized enterprises of the periphery, as well as specialized educational and scientific organizations and development institutions are considered as nodal elements of the economic framework of innovation-oriented development territories. Along with such traditional linear elements as transportation highways and engineering networks, information and digital communications are identified as axes and corridors of the economic framework of innovation-oriented development territories. The intrasystem factors influencing the sustainability of the economic framework of the territory have been specified. The priority direction in the formation of the economic framework of territories of innovative development is the creation of a developed institutional environment that ensures a high level of cooperative ties between science and business and the consolidation of resources for the implementation of innovative projects.
