Abstract. The article emphasizes the importance of implementing systemic spatial goal-setting, coordinated both “horizontally” and “vertically.” This requires coordinating the indicators of the new Strategy for Spatial Development of Russia with the provisions of the Decree on National Development Goals, as well as with the target indicators of other national strategies (in terms of spatial development), including documents on strategic planning of the subjects of the Federation, especially in terms of territorial planning of their socio-economic development. The article emphasizes that the Decree of the President of the Russian Federation of 07.05.2024 No. 309 “On the national development goals of the Russian Federation for the period up to 2030 and for the future up to 2036” should be considered as a new important stage in the formation of strategic planning practice in the country. A significant feature of this stage is a noticeable updating of the main directions and objects of strategic goal-setting activities. One can say that the strategic goal-setting in the decree covers almost all the problems of economic and social development with an emphasis on the progressive solution of the main task – a sustainable increase in the level and quality of life of the country’s population. Of course, it would be difficult to expect from the decree exhaustive coverage of all current socio-economic problems of the Russian Federation, although in many respects this decree is currently considered by experts as a temporary alternative to the still missing “basic” strategy for the development of the country’s economy for the long term. From the experience of previous years, it should be assumed that some of these problems, in their essence and methods of solving, will be disclosed in such a document as the Plan for the implementation of Decree No. 309. This task also applies to the corresponding problems of spatial development of the Russian Federation economy.
