Karavaeva T.I. Special Economic Zones: Interregional and Intermunicipal Aspects

Abstract. The article is devoted to the main issues connected with the implementation of the policy on the creation of preferential regimes on the territory of the state. The current level of normative legal regulation is shown. The main legislative acts that regulate the issues of creation and functioning of preferential regimes are given. Peculiarities of realization of intermunicipal and interregional projects and their connection with the functioning of preferential regimes are indicated. Information is also given on China’s experience in the development of territories with special conditions for economic activity. General information on the stages of functioning of special economic zones in the Russian Federation is given. Particular attention is paid to the issue of effectiveness assessment of special economic zones and measures for relevant mechanism improvement. At the same time, the issue of the effectiveness of preferential regimes is analyzed, and measures for corresponding mechanism improvement are suggested. In particular, it is suggested to ensure a comprehensive analysis of performance: to assess not only the degree of achievement of individual indicators, but also to monitor the achievement of the goal of creating territories with preferential treatment. At the same time, in the context of spatial development issues, some features of interregional and intermunicipal interaction within the framework of the implementation of the policy of creation of special economic zones on the territory of the constituent entities of the Russian Federation are studied. The main objective of the paper is to present the key aspects related to the issues of functioning of territories with special preferential regimes in the context of issues’ solution of interregional and intermunicipal cooperation. In general, it is noted that it is advisable to develop further special economic zones by increasing cooperative relations as well as expanding cooperation chains within the country.
