Karavaeva T.I. Urban Development: A Synergistic Approach and Interregional Cooperation

Abstract. The article analyzes the development of cities (in particular, the urban environment) as well as the elements of interregional cooperation. The current state of the level of interaction between large companies and the state when solving the problem of infrastructure construction in cities is shown. Examples of such interaction between the state and business in the implementation of a set of measures for the development of urban infrastructure are given. It is pointed out that there is a certain relationship between the development of urban environments and the involvement of human capital. Examples are given of the interest of federal, regional, and business authorities in the implementation of measures (individual programs) aimed at the development of human capital. At the same time, in the context of spatial development issues, the issue of opportunities and prospects for interregional and intermunicipal cooperation is considered. The importance of the implementation of large interregional projects is shown, as they have a significant effect on the economies of territories. The main purpose of the article is to outline the key aspects connected with current issues of urban environment improvement with the participation of large companies, as well as the need to expand the opportunities for the implementation of interregional cooperation by state and municipal authorities. Thus, it is based on the synergistic approach to urban development, which is to ensure a balanced intersectoral interaction of stakeholders through the development of the urban environment as well as through the implementation of interregional and intermunicipal projects. As a result, it is suggested to expand the powers of state and municipal authorities in the implementation of investment projects, as well as to include large companies that are engaged in the construction of urban infrastructure in the system of urban management.
