Abstract. In the article sectoral specialization of regions in the perspective of long-term social and economic development: analysis of the state and justification of new approaches to the formation of the structure of the economy are presented. The basis of the study is fundamental papers of domestic and foreign scientists, materials of legal support for the development and practical implementation of strategic plans for the social and economic development of the constituent entities of the Russian Federation. The article argues the assertion that industry specialization does not lead to sustainable development of regions under any circumstances, and determines the conditions under which the desirable effect can be achieved. The analysis and evaluation of the existing legal support of spatial organization of the country in the processes of development and implementation of long-term programs of social and economic development are carried out. It was proved that that the existing legal attitudes do not contribute to one of the main functions of public administration, i.e. revival of the social environment with healthy market relations. The economic focus of the regions is achieved by non-market imperative methods of regulation of the narrowed composition of specialization branches, which is due to a deformed idea of fundamentals of the economic orientation of the regions. Negatives are identified, due to the imperfection of the legal framework of industry specialization, among which the determinants of many causal negative factors are as follows: a gap in the mutually conditioning relationship between economic and social development, hindering of development of relatively economically prosperous regions, permanent conservation of increasing backwardness of the regions of economically peripheral Russia, aggravation of the problem of unemployment in labor-surplus regions. The list of causal negative factors and threats to social stability at regional and national levels is given, and measures to prevent them are identified. Measures of revision and improvement of the entire system of legal acts according to the criteria for ensuring sustainable interrelated social and economic development are proposed.
