Patrakeeva O.Yu. Issues of Spatial Development Management of Agglomerations (As Exemplified by Krasnodar Krai)

Abstract. The study of the phenomenon of agglomeration analyzes settlement system, agglomeration effects, industry location. Foreign experience of public policy shows the evolution of the urban structure towards growth of additional employment centers as an effective tool for population decentralization and improvement of living standards and environmental quality. In Russia, large cities have high population growth rates, and the standard of living of the suburbs is still lower than in the agglomeration “cores”. Social and economic situation of Krasnodar, Novorossiysk and Sochi agglomerations is characterized by the following indicators: population, average wage, investment, shipped production, area of dwelling unit per capita. Half of the population of the region lives within the agglomerations, which account for 60% of shipped production, 70% of own investments. Wages and housing provision in large cities are significantly higher than in average in the region. High dynamics of population growth is due to migration (intraregional and from other regions of Russia) to the central areas of the agglomeration, which have higher level of social and economic development and accessibility to infrastructure. At the same time, centripetal processes worsen problems of urban environment. Development of agglomeration planning connected with Development strategy of Krasnodar Krai and industrial programs taking into account the economic relationships between “core” and periphery will form the legal basis for the design and management of the agglomeration as a single territorial object.
