Abstract. The relevance of the study is determined by the existence of the following contradiction: on the one hand, development institutions currently have an important role to play in ensuring the social and economic development of territories, on the other hand, specific areas in which their potential can be realized have not yet been clearly defined. The purpose of the article is to specify the role of development institutions in the achievement of the state program goals of the Russian Federation “Social and economic development of the Far Eastern Federal District” and the spatial development strategy of the Russian Federation. The theoretical significance of the presented research consists in the scientific substantiation of the need to involve development institutions in the achievement of goals of strategic planning and programming documents developed on a territorial basis at the federal level. The conclusion is made that there are no significant contradictions in the goals of the state program and strategy at the goal-setting stage. The importance of the coordinated implementation of these documents is shown. A significant role in this process is assigned to regional development institutions, namely, the Development Corporation of the Far East and the Arctic. It is proved that its activities will contribute to improve the efficiency of public administration in the Far Eastern territories of Russia due to active participation of the development institute in ensuring the coordinated implementation of the priorities of the strategy and the goals of the state program. It will also allow the corporation to carry out its activities more successfully and perform its main functions, foremost, in development of a favorable institutional environment that contributes to the positive dynamics of priority sectors of the economies of the Far Eastern regions of Russia. Furthermore, it is suggested to consolidate the role of the Far East and Arctic Development Corporation as a key regional development institution, which is a participant in the implementation of the spatial development strategy of the Russian Federation and the state program of the Russian Federation “Social and Economic Development of the Far Eastern Federal District”.
