Abstract. Increasing energy efficiency is the quickest and least costly way of addressing economic and energy security. A considerable role in the process of energy conservation and increase of the energy efficiency of economy plays the state policy in this sphere. In the article the essence of the energy efficiency policy and its role in ensuring the competitiveness of the territories is revealed. The definition of the state policy in the sphere of energy saving and energy efficiency improvement is given, its content is disclosed. The key role of increasing energy efficiency in ensuring global competitiveness of the economy and sustainable economic growth of the territories is reflected in a special term “energy efficient economic development”. In modern scientific papers of the regional economy of Russia the definition “energy efficient economic development” is used more and more often when the dynamics of economic indicators in relation with the dynamics of the energy efficiency indicators is studied. In the paper processes of formation and development of the state policy of energy efficiency in the sphere of managing energy efficient economic development abroad and in Russia, including the regional aspect, are characterized. The key role of the energy efficiency growth in the provision of global competitiveness of economy and sustainable development of economic development of territories is proved. Regular monitoring of energy efficiency indicators allows the updating of state strategies and action plans. Using the example of the Volgograd region, the process of improving the system of accounting for energy consumption indicators as a necessary condition for increasing the efficiency of the state energy efficiency policy in the regions of the Russian Federation is considered.
