Abstract. The implementation of strategies for socio-economic development of the country’s regions at present is largely determined by the availability of their full-fledged resource support for projects and activities incorporated in relevant strategic documents. At the same time, in conditions of weak positive economic dynamics and limited resources of various types, increasing the volume of attracted resources, and increasing the effectiveness of their use, is becoming considerably important. In the Russian context, this is especially relevant for energy resources, which is determined by low energy efficiency indicators and a significant potential for their improvement. Decisionmaking on the choice of directions and means for improving energy efficiency in the context of strategic development requires identification and assessment of factors that have a stimulating or limiting effect on the efficiency of the use of fuel and energy resources. The composition of these factors is determined by regional and sectoral specifics, which requires the development of a methodological tool for assessing energy efficiency factors that allows analyzing energy consumption indicators and the indicators that affect them in relation to specific meso-economic systems. The paper identifies factors that affect energy efficiency in the industrial sector, taking into account neoindustrial processes. Using the DEA methodology (Data Envelopment Analysis), adapted for the analysis of energy efficiency in the industrial sector at the regional level, a comparative assessment of the regions of southern Russia on indicators and energy efficiency factors was carried out. Energyefficient regions in the considered macro-regional system are defined. Based on the evaluation results, the optimal structure of input and output parameters for energy efficiency indicators for regions estimated as relatively ineffective in the macro-regional system under consideration was calculated.
