Abstract. The Republic of Tatarstan is a leader among the Russian regions upon the indicators of the informational infrastructure development and use of informational technologies in public services and private sector. The republic of Tatarstan has an image of an advanced region which generates and implements large scale projects of territorial development (Millenium of Kazan, World Student Games, World championships World Skills and FIFA World Cup). The Innopolis city is famous from the point of view of the concentration of competences and intellectual capital in the IT sphere and communications. The staff inflow of the IT industry is provided by the republican system of education. The experience of projects of the development of the electronic government within the boundaries of the republic including the creation of the electronic document turnover in 2009 proves the capability of the region to realize the leading state initiative in the sphere of informational development even in comparison with Moscow and other leading regions of the Russian Federation. However for the moment the region faces a more considerable task and a challenge of development. It is to transfer from the development of the communication industry and implementation of specific IT projects to an integrated digital transformation and creation of a digital economy. This task is imposed not by federal priorities and interregional “competition” in the sphere of innovation projects but by the imperatives of social and economic development and the necessity of new growth models under the conditions of the exhaustion of their previous resources and “drivers”.
