Abstract. The development of the subjects of the Russian Federation is characterized by high differences in socio-economic development indicators. In this regard, it is important to develop regional policy measures that take into account such features. This justifies the relevance of considering the foundations for the formation of a differentiated approach in regulating regional development in developed and developing countries that takes into account the individual characteristics of specific territories, with a view to its incorporation into domestic practice. The article analyzes the foreign experience of elaborating various mechanisms of state regional policy depending on the individual characteristics of the territories. Various forms of implementing a differentiated approach are revealed: providing a several administrative-territorial units with a special status and applying different instruments for regulation of regional development based on the typology of regions or additional support for those territories that are “problematic” or priority. In the countries under consideration (Organization for Economic Co-operation and Development, European Union and BRICS members), the degree of decentralization of intergovernmental fiscal relations and the degree of development of the institutional organization of regional policy are also determined. The authors also analyze the domestic practice of using individual measures to support and stimulate the development of regions. The main features of regional policy in Russia, which limit the introduction of a differentiated approach, are substantiated.
