Abstract. Today, the measures aimed at increasing energy efficiency have the status of a priority component of the state economic policy in Russia. The state programs for energy saving and energy efficiency are currently being implemented at the federal, regional and municipal levels. The monitoring of their implementation requires the application of the methods of factor analysis and comparative analysis of the dynamics of energy consumption in the regions. Such necessity is conditioned by the dependence of the economy on both the political measures and the objective factors, the sectoral structure of gross product being one of them. However, the national system of accounting and analysis of energy consumption indicators is still at the primary stage of development. The formation of its regional and subregional subsystems is the most challenging issue now. The gross municipal product (GMP) and its sectoral structure, as well as the energy intensity of municipalities are not calculated by state statistics bodies, and this fact updates the problem of developing the methods of accounting the structural factor in the studies of energy efficiency at the subregional level. Using the example of the Volgograd region, we propose and implement the methodological approach allowing to reveal shifts in the sectoral structure of GMP. These shifts can either increase or decrease the energy intensity of the subregional economy. We have solved the following tasks to reveal the shifts: the analysis of the data included in the passports of municipalities by the Volgograd Statistics Service (Volgogradstat); the application of one of the widely used techniques of GMP estimation, which can be used on the basis of the available data; the calculation of GMPs and estimation of the gradations of their sectoral structure in the municipalities of the Volgograd region for 2012–2015; carrying out cluster analysis of municipalities based on five indicators – the gradations of the enlarged sectors’ shares in the GMP structure; pointing out the general and specific directions of structural shifts in the sectoral structure of the GMPs of the municipalities of the Volgograd region; and drawing the conclusion about the influence of structural shifts on energy intensity of the municipalities of the Volgograd region.
