Abstract. The article is devoted to the research of the state of development of the digital economy in the world and the rate of its development in the Russian Federation. It has been revealed that a number of countries, including Russia, objectively have the preconditions for the transition to the way of digitalization of the economy and development of their potential as the development potential is exhausted through non-innovative tools and increased market competition. The theoretical and legal peculiarities of the “digital economy” in a number of countries of the world are investigated in order to solve problems in the research of the relationship between the digitalization process and the key drivers of changes in the global economy, with a special focus on determining Russia’s place in this relationship, reflected by international ratings. The development of digitalization of the economy in Russia and in foreign countries is considered. The problems and restrictions that hinder the fullscale construction of the digital economy of the Russian Federation are singled out, as well as the promising directions for the development of the digital economy in the Russian Federation. The study concluded that in Russia today there are resources for the formation of a mature “digital” economy, while the distinctive feature of the Russian economy is the fact that the lion’s share of GDP is created by state corporations (or companies with significant state participation). In such circumstances, the most rational step is the creation of a number of industrial digital platforms under the leadership of the relevant ministries or state corporations. Such platforms will create the necessary infrastructure basis for the maximum rapid development of the “digital” economy and the spread of related technologies.
