Abstract. The article studies the approach to the development of the concept of management of a balanced development of resort and recreation territories which in contrast to the existing theories is based on the use of the Deming principle which implies a step by step coordination and a correction of intermediate results of the development of the program of a balanced development and of the ecological assessment with the account of goals and measures for the reproduction and assessment of their priorities and includes the scheme of the stages of the development, creation of a modified matrix of the selection of the measures of the impact on the environment of the region and also the development of the corresponding mechanisms of the implementation. One of the tools in the process of the development of the concept of the ecologically balanced development of the Crimean Republic are structural and target models of the reproduction of the Crimean republic. The approach to the strategic selection of the directions of the development of production complexes and their structuring in specific territories taking into account their specificity on the basis of the analysis of the results of an expert assessment of the priority of goals and measures for their reproduction in ecological and economic systems is suggested. The expert assessment shows the impact of every country on the implementation of the set goal. The goal is expected to be achieved at the creation and structuring of the goals. When developing an ecologically balanced development concept in a specific territory the zones of the predominant development of resource saving and nature protective activity are isolated. The primary objects for the improvement of the ecological security of the region are chosen. The measures for the improvement of general ecological situation are suggested.
