Abstract. The article is devoted to the study of the development strategy of the regions in which tourist and recreational activities are developed. The concept of strategy, features of its formation in modern conditions, directions, factors are studied. The attention is paid to the classification of the main factors affecting the development of strategies in the regions with different specializations. The specificity of the strategies for the development of tourist and recreational activities of the regions is revealed, the normative and legal regulation in the Federal districts of Russia including the implementation of the first stages of strategic development is characterized. The aim of the work is to identify the main strategic directions of the development of tourist and recreational activities of the Southern Federal District. The subject of the study are the the indicators of tourist and recreational activities of the regions under analysis. The following methods were used: analysis of the statistics of tourist and recreational activities; comparative, systemic, situational approaches; modeling of socio-economic processes. The main indicators of tourist and recreational activities on the example of specialized enterprises of the sanatorium complex are studied. The challenges and development trends affecting the formation of regional strategies are identified. The obtained results can be used in the development of the programs for the development of health tourism and tourist and recreational activities. The recommendations for the formation of a strategy for the development of tourist and recreational activities of the Southern Federal District taking into account the characteristics of socio-economic development and the state of the industry are suggested.
