Abstract. In the article the authors show their position on the determining factors of social infrastructure in social infrastructure development. The social infrastructure plays an important role in the development of the region and the formation of its attractiveness. Social infrastructure of some regions of the Russian Federation and changes of the infrastructure are influenced by diverse factors: economic, social, demographic, natural-climatic, urban, national-cultural. There are factors that have a determinative, decisive influence on the development of social infrastructure. Using the principle of determinism and the conceptual provisions of the theory of the local community, the causal relationship between the determinants and the process of social infrastructure development is revealed. In the article you can find a theoretical substantiation of determinative influence on the development of the social infrastructure interests and needs of the population; the specifics of the formation of the local community; spatial features of placement of social infrastructure facilities. The examples of indicators of “growth” of social infrastructure are the positive dynamics of the places number in pre-school educational institutions (sub-sector - education); number of places in health-improving institutions (sub-sector - health); number of cinemas, museums and theaters visits (sub-sector - culture); the proportion of well-maintained housing (sub-sector - housing and communal services). The positive result of the changes in the regional social infrastructure assumes the creation of equal conditions for the entire population of the territory in the use of infrastructure facilities for receiving social benefits in the spheres of education, culture, health, recreation, tourism, public transport, housing and communal services, consumer services and trade. In different territories there are different types of demand of the population for the objects of the social environment. The prospects for the development of the social infrastructure of the territory require a comprehensive consideration of factors that determine the target social result that is improving the quality of life.
