Abstract. The analysis of the practice of the strategic planning in the subjects of the Russian federation in 2014-2017 showed that the absence of the corresponding legal and methodological provision of the process of the strategic planning of the regions, variation of the requirements for the content and the essence of the units of strategic documents, various details of the approaches to the organization of their development resulted in the copying their contents, unclear assessment of competitive positions of the regional social and economic complex. In many strategies which were approved, corrected and also in those which are being discussed the main principles of the strategic planning (unanimity and integrity, balanced character, coordination, division of powers and so on) are observed fragmentarily. This situation is in many aspects connected with the absence of fundamental federal documents, in particular of the strategy of a spatial (territorial) development. By the beginning of 2018 about one third of regional strategies had the horizon of planning until 2020 as the approval of the main documents (Strategy of social and economic development of the Russian Federation, Strategy of Spatial development of Russia) for the regional strategic planning is expected by the middle of 2018 and the real activization of the strategic planning is expected this year. The authors study the peculiarities of the strategic planning in the regions of the Southern Federal District where by the beginning of 2018 the strategic papers until 2030 were approved only in two from eight regions. Other regions were working on the documents with a varying intensity and the process of the discussion of these papers with the involvement of stakeholders, business, scientific society and population was going on.
