Abstract. Within the framework of content analysis of the draft Concept of the Strategy of Spatial Development of the Russian Federation for the period up to 2030, the directions for correcting the conceptual foundations of strategic planning for regional development in Russia are substantiated. Based on the critical comprehension of the results of advanced research on development of methodological bases for regional strategies, systems for assessing regional development, and experience of its strategizing in the progressive regions of Russia, a structured and logical model for the construction of the Volgograd region socio-economic development strategy for the period up to 2030 (SEDS VR-2030), which results from the model of turnover of economic growth conditions in the knowledge economy, was proposed. By means of this model, a gradual decomposition of forming the SEDS VR-2030 with the defying its core and spheres including economic zones, interbranch complexes, industries, clusters and firms was carried out. This allows to get a better idea of the reserves and limits of the growth factors, their current status and availability in the markets, their inflow and outflow, the logic and imbalances in their interaction. All this should be reflected in the documentary and practical implementation of the SEDS VR-2030, ensuring its relevance and consistency.
