Abstract. An approach is proposed to analyze and evaluate the effectiveness of strategic planning at the regional and municipal levels. The principal scheme of interrelation and mutual influence of factors of social and economic development of the territory is given. Four groups of factors are distinguished: 1) trends, external and internal factors that depend little on the local control system; 2) society, its readiness to participate in governance and development; 3) government, its general competence in management; 4) model (technology) of strategic planning, implemented by a certain team - a consultant. Since the effectiveness of strategic planning depends not only on the quality of the strategy, but also on the general competence of the authorities and the readiness of the local community and stakeholders to participate in the development and implementation of the strategy, it is extremely difficult to identify the effect of the strategy on socio-economic development. Considering, especially, the fact that development is largely determined by a group of external factors. In the article, however, a list of characteristics of schools of strategy is proposed, which can be used to describe and quantify the relevant factor. A detailed list of direct results of strategy development, including direct and side effects, is generated. Including, such as the increase in human, social and cooperative capital.
