Abstract.
In May 2012 the President of the Russian Federation signed a series of Decrees aimed at the increase in average salaries in budgetary (public) sector. In particular, the Decree № 597 prescribed the government to ensure the growth of real wages by 40–50 % and the growth of the salaries of university teachers to the level two times higher than average regional wages. The article investigates whether it is possible or not to reach the goals and it analyses the consequences of the Decrees for the higher education in Russia. It was found that on the one hand taking into consideration very low and in some periods negative rates of the economic growth and a high level of the inflation it would be impossible to implement the Decrees in part of the provision of a considerable growth of real wages. On the other hand there is a considerable growth of average wages of university teachers in comparison with the salaries in the rest of the economy. Besides in the article the factors providing such dynamics are studied. On the basis of the data of 80 regions of Russia the authors estimated the correlation coefficients between a relative increase in university teachers’ average salaries and a relative increase in such indicators as salary funds, number of teachers, number of students per teacher. This study allowed assessing the closeness of the relationship between them. The main factors providing the growth of average salaries of university teachers (until 2015) are a) increase in salary funds (until 2015); b) decrease in number of university teachers (mostly young); and c) increase in number of students per teacher.
