Abstract. 

The tourist destination is a territory which is characterized by a high concentration of tourist and recreational resources, has the necessary basic and auxiliary infrastructure, has a certain potential of social and economic development, differs in special conditions of its increase and is subject on the one hand to the regularities of the cyclic development of economic processes (external environment) and on the other it is subject to its own life cycle (the internal environment). The article proves the relationship between the popularity of a tourist and recreation destination and the quality the regional legislation. The normative and legislative acts that are the basis for the functioning of the tourist and recreational sphere in the Russian Federation, as well as the changes in the new Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation for the Improvement of the Legislation Regulating Tourism Activities” are studied and summarized. It is revealed that the mechanisms of management determined at the federal level are of decisive importance for the development of tourist and recreational destinations. It is determined that the legal protection of tourists and recreants in the Russian Federation is provided by a sufficient number of laws and regulations, but many of them are imperfect. The main directions of the improvement the regulatory framework of the Russian Federation are offered. The ranking of the most popular destinations and directions in Russia during the New Year, May and June holidays is analyzed. The main regional normative and law acts regulating the activity of the tourist and recreational sphere in the regions of the Russian Federation are studied. The shortcomings of the official websites of regional authorities of the recreational sphere are revealed. The suggestions for the modernization of the institutional bases regulating the activity of the tourist and recreational sphere in the Crimean Republic are made.
