Abstract. 

In the conditions of the economic crisis, the problems of the development and the support of small and medium-sized enterprises have significantly worsened and it became clear that a full-scale change in the system of government support of small entrepreneurship is needed. The goal of the article is the review and the analysis of the current economic situation of small and medium enterprises, the identification of key issues affecting the development and the suggestion of the recommendations on the improvement the existing system of the government support. The scientific and special research methods, statistical methods of data processing are used. Official statistical information about the activities of small and medium-sized businesses was formed according to the results of the Federal statistical observations that in accordance with the legislative acts are conducted every five years. The results of a continuous monitoring allowed comparing for the first time the analysis of the development of small and medium sized business in the Volgograd region between 2010 and 2015 including the dynamics of the change of the number of the main indices of small and medium sized business in modern economic conditions. The development of small enterprises is of particular importance at the regional level owing to the specific nature of this sector of the economy and its orientation mainly to local markets. Despite large number of small businesses, their contribution to the economy of the area is negligible. Working entrepreneurs changing or expanding the directions and spheres of business, develop new technologies and territories. The study identified and analyzed the main trends and structural changes in the development of small and medium-sized businesses in the Volgograd region for 2010 and 2015. The study found that in addition to the existing positive trends, a number of problems impeding the further development of small and medium-sized businesses in the Volgograd region conserve. The proposals were formulated to optimize the system of preventive measures of the government support of small and medium-sized businesses in the region. The results have a forecasting significance for the development of support measures for small and mediumsized businesses by public authorities.
