The peculiarity of a new system of the indicators is their complex character connected with their impact on the process of the sustainable development of municipal social and economic systems and their potential of the economic development and the economic activity. The model of the sustainable development of municipalities includes six main components: labor (stability of labour resources), production (stability of the sphere of production); ecology (stability of the environment); institutions (stability of the institutional environment); organizations (stability of the organizational environment); information (stability of the communication and information exchange). The methodical basis of the analysis of the sustainable development of municipalities is made using the algorithm of the aggregation of indexes together with the procedures of their rationing and classification and also the assessment of risks of sustainable development. Within the obtained results it is indicated that it is possible and expedient to identify the spatial tendencies of sustainable development with the use of tools of the spatial analysis of GIS. The representation of integrated indicators in the form of thematic electronic maps provides a visualization of current states of a sustainable development of the municipalities in the territory of a region. The use of GIS will help to create a new vision and the scenarios of the municipal social and economic development and also it will provide a deeper understanding of the place and the role of local government in the realization of effective social and economic policy at the municipal level.
