Abstract. 

The article analyses the theoretical approaches to the essence of the notions “investment climate of a region”, “investment attractiveness of a region”, “regional investment risks”. The article emphasizes that the diagnostics of the investment climate both from the part of the state and from the part of the interested persons allows the investors finding the opportunity and the expediency of investments. The Crimean region is a new subject of the Russian Federation and it attracts a focused attraction both from the part of the state and from the part of potential investors. However there is no enough information about the investment climate, potential risks and advantages for the investors of this new region of the Southern federal district. The authors assessed the investment climate of the Crimean republic and the city of the federal significance Sevastopol, analyzed the results of the social and economic development of the Republic of Crimea and the city of the federal significance Sevastopol 2015–2016. It was determined that the most important restraining factor for the investment in the Crimean peninsula is the lack of energy and water supply. At the same time an important condition for the investor involvement is the modernization of the infrastructure and in particular due to the reconstruction and construction of new roads, finishing the construction of the Kerch bridge that will considerably improve the logistics. Among the priority measure directed on the improvement of the investment climate in Sevastopol are the development of an investment strategy in the short term period and the development of a plan of the creation of investment locations and infrastructural objects, the elaboration of the common order of accompanying the investment project according to the principle of a “single window” and so on.
