Abstract. The regional development in modern conditions is characterized by a high degree of the uncertainty in macroeconomic parameters and as a consequence by an instability of the ongoing dynamic trends at the meso-level of socio-economic systems and it requires the implementation of a strategic approach to system management of the mentioned types. This circumstance found the reflection in the existing legal and regulatory acts, including the Federal law of June 28, 2014 № 172-FZ “On the strategic planning in the Russian Federation” and the Law of the Republic of Tatarstan from March 16, 2015 № 12-ZRT “About the strategic planning in the Republic of Tatarstan” and the Law of the Republic of Tatarstan of March 15, 2015 № 40-ZRT “On the approval of strategy of social and economic development of the Republic of Tatarstan till 2030”. These documents identify the need to implement the strategic approach to the management of regional systems, the necessity to make the long-term plans of the development based on the promotion of a positive synergy in the interaction of territorial entities in the region that will form the basis for a sustainable development in the conditions of the macroeconomic instability and a significant dependence of the Russian regions on the situation in global commodity markets. This circumstance marked the beginning of the discussions on the theory and practice of the regional governance through the development of the agglomerations and standards ensuring the positive ongoing dynamics at the meso-level of government management.
