Abstract. The article presents various approaches used in the assessment of the economic damage as a result of the harm to the environment and the specificity of their use. The necessity of the analysis of the environmental factor as an endogenous parameter and the development of an approach at which the problems of the conservation of the quality of the natural environment are closely connected in a common complex with other social and economic problems of the development and life of territories is proved. The systematization of the economic damage is made and its main types are suggested. They are the expenses for the prevention of the ecological damage by economic actors, expenses for the compensation for the damage to the environment as a result of the involvement of natural objects into the economic turnover, economic losses connected with the introduction of ecological restrictions. The necessity of the assessment of economic losses for territories with ecological restrictions is justified. The types of the lost benefit are shown. The authors presented the assessment of losses of the Republic of Buryatia connected with the introduction of hard ecological limitations in its territory. The indices of direct and indirect losses of the economy of the Republic of Buryatia in the agriculture and in the forest industry are calculated taking into account the changes of the added value in the gross production of the mentioned industries and the inflation for year 2003–2015. The results of the calculations can be used for the responsible decision making when solving social and economic problems of the development of the Baykal natural territory and during the preparation of the papers of the strategic planning development of the Republic of Buryatia.
