Abstract. 

The adoption in May 2017 of a new strategy of the economic security of Russia was an important milestone in the understanding the key problems in the sphere of the economic and social development of the Russian Federation which in the nearest future should be reflected in the unified system of the strategic planning documents in the country. The strategy’s formulation of the main threats to the economic security and the most important ways of coping with them of course is not a substitute for the entire system of strategic planning documents, but it is rather an accurate reflection of the conditions under which it is actually possible to provide a sustainable, innovative-oriented development of the economy, its growing competitiveness etc. The specific feature of the strategy is in particular that being a reference point for the activities of the state and municipal authorities, it affects simultaneously many of the issues, which are related to the functioning of private-enterprise (market) economy and, consequently, deals with the interests and the development tendencies of different groups of economic actors.These groups include the subjects of small and medium-sized business as well. In this respect the article discusses of a formation the balanced business environment in the economy of the Russian Federation as one of the conditions of the economic security of the state.
