Abstract. In the article during the analysis of the dynamics of the index of environmental efficiency of a number of states, it was revealed that in the short run Russia is the leader in the preservation and protection of the environment. However at the long-term stage of its functioning the state policy of the Russian Federation in the field of improving the environmental situation proved to be ineffective. This necessitates the search for ways to improve the quality of the environment which is impossible without the interaction of public authorities and business in the environmental sphere. The authors summarized and systematized the theoretical aspects of the definition of “publicprivate partnership” (PPP). The analysis of the implementation of investment projects for various sectors of the economy on the basis of PPP. As an object of research the ecological sphere was chosen. On the basis of the system approach the features of the functioning of the mechanisms for the development and implementation of long-term investment projects in the environmental sphere based on various types of concession agreements as a form of PPP are revealed. The positive influence of the “power-business” interaction on the efficiency increase from the implementation of investment projects in the field of ecology within the framework of public-private partnership is characterized. Problems in the functioning of the PPP mechanism have been identified both in the field of environmental protection and in the national economy as a whole combining specific features of the subjects of the Russian Federation. A model for improving the mechanism for implementing public-private partnership is proposed, which is based on theoretical studies of domestic and foreign scientists and also includes the application of practical components such as (Russian and international) rating estimates and the calculation of the maximum value of the level of environmental tension in the regions.
