Abstract. In the conditions of significant resource constraints of the majority of the subjects of the Russian Federation the competitive advantages of the economy, the possibility of its modernization and efficiency of the strategic development of areas of the country largely depend on the identification of the growth factors determining the positive social and economic dynamics in the meso level of the economy. The determination of such factors for the regions of the South of Russia in modern conditions can serve as a basis for the development of effective measures for regional strategic development in the context of achieving the target values of indicators of socio-economic development. A set of determinants including data on the level of the GRP per capita, indicators of innovation activities in the regions under consideration and characteristics of the resource subsystems of the meso level of the economy, are generated in the article. The authors conceptually and experimentally justify the procedure of applying the econometric modeling using panel data models as tools for the assessment of the influence of innovative activity factors of infrastructure support, impact of industrial and labor potential on the implementation criteria of strategies for socio-economic development of the regions of the South of Russia. Using the data of the research the authors have proved that to achieve the target values of the indicator of the GRP per capita measures in the strategies of regional development, it is important to include into strategies the measures concerning the promotion of the innovative activity, development of the production potential, support of employment taking account current and future demand and supply in the labour market. At present the infrastructure cannot be attributed to the growth factors according to the results of econometric modeling using the panel data for the South of Russia which determines the importance of its significant structural and functional transformations.
