Abstract. The article is devoted to important problems of stability evaluation of regional systems development. A sustainable development of regional systems in conditions of uncertainty and high risk require the development of evidence-based methods of the improvement of the strategic plans of their development as a whole. An important objective is the identification of sustainable development indicators for regional systems because to determine the level of economic development of separate regions is very problematic due to the imperfections of the regional legislation anchoring the markers of sustainable development. The main purpose of the forecasting scenarios of sustainable development of regional systems and the identification of tactical actions for its improvement is the development of practical recommendations for the improvement of organizational and methodological instruments of the study and the substantiation of sustainable development of regional systems. The authors suggested in the article the method of the assessment of the regional systems stability based on the systematic approach and the methods of spatial econometrics allowing to provide a typology of the subjects at the mesolevel, to carry out scenario forecasting of regional systems development for medium-term prospect and to coordinate regional programs of developments. The approbation of the method was made on the bases of development indicators of the regionssubjects of the North Caucasian Federal district of the Russian Federation. This technique opens possibilities of further growth of the studied regions and allows with a big accuracy establishing the level of stability of regional development of subjects of the macro region.
