Mikhaylova N.A. Scientific and technological foresights of Russia: regional aspect

Abstract. A priority direction in the management of the scientific and technological development of a region (STDR) is the use of opportunities that actively involve modern technologies for managing the development of a region and the most common among which in the world practice is a foresight. In modern conditions the developed countries are expected to determine the priorities of their scientific and technological development in order to maintain their leading positions in the most promising sectors. The analysis of world technological leadership made it possible to reveal that the growing role of regions in the world economy and the regions need to search technologies, methods, and ways of their adaptation to environmental changes. The processes of globalization in the world economy contribute to the increase of the competitive status of regions which in turn determine the level of the country’s competitiveness. And this is possible only due to the construction of a proper theoretical base of scientific and technological development of the region, on the basis of the modern paradigm of scientific and technological development of the region. In Russia in industrially developed regions and cities such as Moscow, Yekaterinburg, Samara Region, Republic of Bashkortostan, Krasnoyarsk Region and Republic of Sakha (Yakutia), projects based on the foresight methodology have significantly increased and the volumes of their financing reached the level comparable with analogous projects in the leading developed countries. But foresight research in Russia is of a dual nature. On the one hand the array of legal norms in Russia is fully sufficient for regulating the basic conditions of scientific and technological development, on the other hand the existing legal norms have a number of shortcomings. The article reveals the place of foresight technologies in the system of management tools of the scientific and technological development of the region. A comparative analysis of the methods of strategic forecasting of the scientific and technological development of the regions was carried out. The basic directions of the improvement of forms and methods of forecasting in management of scientific and technological development of the region are revealed.
