Abstract. The system of strategic planning is one of the most important factors of ensuring the competitiveness of the economy and the national security of the country. The Federal law “About strategic planning in the Russian Federation” was passed. It introduced the state strategic planning in the Russian Federation. In the Volgograd region at the regional level in 2015 in general the regulatory legal base of strategic planning was created. An important question in the formation of a uniform system of the strategic planning in the region is the lack of the agreement and the coherence of documents of strategic planning at regional and municipal levels. The imperfection of methodological approaches to the development of strategic documents, insufficient development of mechanisms of realization of strategies leads to the lack of the uniform system of strategic planning interconnected with the system of territorial and budget planning at regional and municipal levels. Due to objective reasons now the strategy of social and economic development of the Volgograd region till 2025 lost its relevance. Since 2006 from the moment of the development of the first version of the law of the Volgograd region “About the strategy of social and economic development of the Volgograd region till 2025” there were serious changes: globalization processes in the world economy (crisis of 2008-2009) intensified, economic situation in Russia (crisis of 2014) changed. Now the work concerning the development of the strategy of social and economic development of the Volgograd region till 2030 and the plan of measures of its realization is organized. The strategic objective of social and economic development of the Volgograd region is already defined. It is the increase of level and quality of life of the population due to the provision of a sustained economic growth and the development of the social sphere.
