Abstract.

The article discusses the challenges of ensuring the food security in Russia in the current macroeconomic realities. It is proved that the provision of the national security of the state is largely determined by the regional policy to maintain a certain level of the food security. In this context, the aim of this paper is to develop recommendations for the strategic development of the agriculture in the regions of southern Russia in the context of the objectives of ensuring food security of the country, as well as the formation of the instruments to evaluate the food security in the regions. The key problems caused by external and internal challenges that determine the urgency of the task of food security in Russia were identified. On the basis of the analysis of volumes of consumption of food products and production volumes of certain products in Russia overall and in the Southern federal district in particular, the conclusion was made that the underutilization of the potential of agriculture causes challenges in food security. The indicators to assess the level of food security in the region, including the ratio of selfsufficiency, the index of its own production and the indicator of the superiority of exports over imports were suggested. The assessment of the food security in the Southern federal district in separate kinds of food products allowed concluding that despite a considerable potential for the development of the agribusiness in the South of Russia a high level of food security is ensured largely due to the production of vegetables and fruits. Thus there is a significant lag in the field of deep processing of agricultural raw materials. The assessment of the suggested instruments on the example of the Southern federal district showed the possibility of its use for the managerial decision-making in respect of the strategic development of agricultural and industrial complex of the region. The main strategic directions of the development of agribusiness of the South of Russia in the context of the imperatives of food security, based on the joint implementation of the principles of rational consumption, ideology of a healthy lifestyle and imperatives of modernization and of innovatisation of the domestic industry are determined.

Key words: macroregion, South of Russia, agrarian and industrial complex, food security, agro-industrial complex, regulation, strategy, import substitution, development, efficiency.
