Abstract.

The article describes the essence of the efficiency and the effectiveness in the implementation of public administration. A number of innovative technologies that improve the level of the efficiency of functioning of the state apparatus in partnership with the private business and the research sphere is determined. There is a brief review of the domestic experience of innovation in the system of the state power implementation with the definition of the future development of the power machinery in Russia. The specifics of the optimal variant of the innovative public administration with the definition of its constituent elements is displayed. In the structure of the public innovation management two levels of professional activities for the implementation and the development of planned reforms are mentioned. The major stages of the public administration studies evaluating its effectiveness are identified. It is emphasized that the most important management product serves as a management solution as an element of the process of the state regulation of social and economic relations. The authors pay special attention to the program - target method as one of the productive ways to overcome existing social and economic problems through the formulation and adoption by public administration bodies of a system of interrelated policy measures aimed at the achievement of socially significant goals. In the study of the Russian experience of the innovative development of the management strategy a special attention is paid to the strategy of the innovative development of the Russian Federation for the period up to 2020. This strategy acts as one of the foundations for further improvement of the procedure of providing public services. It takes into account the international experience of the optimization of the public administration at the example of the USA and France. The authors conclude that the use of the domestic and the foreign experience of innovation changes in Russia predetermine the creation of the humanitarian-directed system of government regulation providing the maximal satisfaction of social needs.
