Abstract. 

The competitiveness of modern economy of the countries is defined by the success of the realization of the innovative model of the economic growth. In the article the features of the development of the innovative infrastructure as a basic factor of the formation and the development of national and regional innovative systems influencing stability, competitiveness, balance of social and economic development of Russia and regional economic complexes at the beginning of the XXI century is analyzed. Regional distinctions of the indicators characterizing the results and the conditions of the innovative activity are shown. Modern features of formation and functioning of the innovative space of Russia from the point of view of allocation of regional resources are displayed, and also the problems of their management are studied, a number of offers concerning the improvement of these processes is formulated. The authors suppose that large, economically well-founded enterprises having sufficient financial, personnel and intellectual resources are more disposed to innovations in Russia. Another conclusion is that the larger the enterprises are the higher is the share of firms with innovations. On the basis of the analysis of the territorial organization of the modern scientific and innovative sphere of Russia the reference points of the spatial development of national social and economic system are defined, the role of an innovative component in the optimization of forms of the spatial organization of the economy of the regions of the Russian Federation is shown in the formation of new territorial points of growth first of all in the form of territorial production and innovative clusters and large administrative centers.
