Patrakeeva O.Yu. About scenarios of cooperation of border regions of Russia and Ukraine in the conditions of uncertainty

Abstract.
Political relations between Russia and Ukraine are in a state of stress. Experts develop diverse scenarios up to radical ones. However, there are opinions that the Ukrainian and Russian economic and political mutually beneficial cooperation will be realized. In the conditions of a deteriorating economic situation, the ongoing conflict in the Donetsk and Luhansk People’s Republic threatens Russia’s political, financial, diplomatic losses. The stated purpose of the federalization of Ukraine (with Donbass) failed because of Kiev virtually detached the uncontrolled territories, having ended their funding and having evacuated all the state and budget structures, putting the self-proclaimed republic to the brink of hunger revolts. Creation of a strong political and economic system in the conditions of a constant risk of managers change, of the risk of a new military conflict is impossible. Experts estimate that only 30 % of the Donbas enterprises are able to survive with the help of internal resources. Under these circumstances, Russia will inevitably become the only economic donor and the deliverer of the Donetsk People Republic and the Luhansk People Republic. In the article the main competitive advantages of the region “Donbas”, the priority directions of long-term development of the border territorial and economic complex of the Rostov region are revealed; the potential of the remaining economic relations between social and economic complexes of the Donetsk People Republic, the Luhansk People Republic and Russia, taking into account the activization of integration processes in the Russian economy in the sphere of monetary circulation is opened; formats of the economic cooperation between the Ukrainian and Russian regions capable to give incentive for restoration of the development of the industry of Donbas are analyzed, prospects for sales markets for the production are investigated.
