Abstract.
The article is devoted to the problems of the improvement of the public environment and the search of the directions of the stimulation of the creative activity. Civilization features of the transformation of social and economic development in modern Russia and its regions are revealed. The scientific analysis of the bases which are developed in the country and conditions of the motivation of the creative activity of society members is carried out. Characteristics of the condition of the public environment from the point of view of the motivation of positive aspirations are defined. The need of a new approach to institutional transformations for political, economic, social and spiritual arrangement of society is proved. The characteristic of the current state of the Russian society which is not promoting intensive social and economic development of the country and its regions is given. It is defined that now the positive motivation of creative aspirations of society members is absent. Immoral aspirations making active the quasi-market relations prevail and interfere with the development of economy. The general and typical reasons for the Republic of Daghestan of an inadequate condition of the public environment are defined. The role of the state and non-state structural actors is specified. The system of measures directed on the improvement of the public environment and motivation of the constructive labor in the foreseeable (current) periods allowing following to follow the way of development is proved. The special attention is paid to the development of institutes of civil society and the growth of civil activity.
