Abstract.
In the article the directions of the modernization of the personnel management in the conditions of bankruptcy of an enterprise of the agrarian and industrial complex promoting preservation of the labor potential of the village area and region are proved. The problems of thepersonnel management at the enterprises of the agrarian and industrial complex are systematized. Outplacement is presented as a method of the personnel management directed to the development of the labor potential, providing turnover of the staff in accordance with the life cycle of an enterprise. Application of the outplacement has internal and external effects. The internal effect is a formation of the internal competition between the employees, improving the labour productivity and increasing the labor potential of an organization. If at an enterprise the practice of team building is applied, the internal effect of the outplacement has a higher level. The external effect of the outplacement provides a balance between the demand and supply in the labor market, and respectively, keeps and develops the labor potential of the territory. The following functions of outplacement are characterized: informational, stimulating, social, intermediary and anti-risk ones. Informational function assumes the creation and the data system administration of the vacancies, demanded professional competences, dismissed employees. The stimulating function consists in the prevention of degradation of the professional skills as a result of the unemployment or the employment that implies inconsistent competences of the dismissed person. The social function is based on the overcoming of a drop in the living standard of the dismissed person and the resistance to a person’s social, psychological and professional degradation. The intermediary function consists in the reduction of losses of all social and economic systems arising because of the imbalance of supply and demand in the labor market. The anti-risk function allows the released employees purposefully preparing for the change of the workplace, reducing the risk of loss of income. The comparative analysis of expenditures connected with the outplacement in comparison with the dismissal of employees of the enterprise bankrupt is carried out.
