Abstract.
In our country the rate of degradation of land resources keeps growing. Formation of market priorities in land use at the imperfection of legal norms, low forest cover and extremely tilled agricultural land leads to increased erosion. Current realities of the state of land are changing perceptions concerning the role and value of forest land reclamation, require more objective assessment of the cost of its design, imply importance of enhancing the safety of agricultural production. The article presents optimal bioengineering parameters of windbreaks systems and runoffregulating forest belts in the context of different natural zones of the south of Russia, danger level of erosion and condition of soil cover of slope lands, amount and biogeographic regularities of changes in costs for their creation, as well as multifactorial functions of costs calculation in prices of current period for a wide range of projected characteristics of agricultural lands. It is defined that in deflation-dangerous regions, capital capacity of plough land arrangement with windbreaks systems seriously depends on quality of soil and climatic conditions (of natural zone), selected level of protecting woodiness and bioengineering peculiarities of plantings. In erosiondangerous regions, capital investments in the creation of belt systems of runoff-regulating forest on plough lands are stipulated mostly by a locality incline and soil awash ratio. The resulting patterns and calculated data can be used in the development of public investment projects of agroforestry arrangement of arable land, exposed to wind and water erosion, farm land plans of agricultural firms, farms and other agricultural enterprises.
