Abstract. In the article the key directions of modernization of the system of public and municipal administration of the regions of the North Caucasusian federal district are considered. The analysis of the role of the institute of public and municipal administration in the reproduction of the economy and the social sphere of regions of North Caucasusian federal district on the basis of use of extensive empirical and statistical information is carried out. It is proved that owing to a low economic activity in the regions of the North Caucasusian federal district the institute of public and municipal administration becomes the driver of the most considerable financial streams that predetermines its closeness and conservatism. The drawback of the system of the public and municipal administration is a weak focus on the results and a low efficiency in the solution of problems of strategic development. Authors defined key directions of the introduction of administrative innovations for the activization of channels of social mobility and attraction of qualified personnel: introduction of project approach into the activity of executive authorities, increase of overall performance of system of purchases of goods, works and services for the state and municipal needs, improvement of practice of providing state and municipal services on the basis of the multipurpose centers.
