Abstract.
The article describes the features of the territorial development of a natural wekly stable economic system Regional Natural Park “Volga-Akhtuba floodplain”. Volga-Akhtuba floodplain is a particularly valuable and integral natural-territorial entity that is characterized by high natural diversity, the presence of rare and vulnerable in the existing conditions pecies of plants and animals, landscapes, as well as favorable conditions for the development of ecological tourism. Natural Park is a protected natural areas of regional importance, which is run by executive authorities of the Volgograd region. Securing the legal status of the protected area allows solving environmental, ecological, recreational, historical and ethnographic research problems the solution of which has not only regional but also national and international importance. The purpose of research is to reveal features of the socio-economic situation of the municipalities located in the Volga-Akhtuba floodplain in comparison with the average index for other municipal districts of the Volgograd region. The study found that, despite the nature protective status of the park the economic development of floodplains is continued: migration growth is observed, increase the volume of housing and road construction is seen. Most of the indicators of socio-economic status of municipalities in natural park correspond to an average index for the region as a whole. Reinforcing each other, infrastructure and urbanization factors stimulate further reduction parameters of the hydrological regime and, consequently, the growth rate of impoverishment of water resources of the floodplain that are the basis of the nature of the floodplain. The ongoing efforts to implement water projects aimed at the localization of the problem of dehydration, obviously, will not change the negative trend of volatility growth of the social and economic development of the territory of the Volga-Akhtuba floodplain.
Key words: socio-economic systems, economic and social development, stability, Volga-Akhtuba floodplain, natural parks, municipalities, urbanization factor, infrastructure factor, risks of development, performance indices.
