Abstract.
We consider a methodical approach to the assessment and monitoring of the level of socio-economic development of poorly stable economic systems. Study of poorly stable economic systems with a complex stratified structure, which has as a consequence of a low safety factor, causes the greatest difficulty in methodological aspects demanding to use an interdisciplinary approach in order to explore the natural, technical, economic, social and political factors in their deep relationship. Volga-Akhtuba floodplain is an example of areas with a high level of stratification and environmental instability. Natural landscape of the floodplain is due to spring floods, pouring a significant part of its low-lying areas. The purpose of the study is to form a information base for monitoring of the socioeconomic development of social and economic poorly stable natural systems, as well as evaluation of the achieved level of development (for example, municipalities located in the natural park of the Volga-Akhtuba floodplain). The materials used in the research are databases of municipal statistics of the Federal State Statistics Service (Rosstat). The author proposes a system of indicators characterizing the socio-economic development of social and economic poorly stable systems, including four blocks of indicators: demographic characteristics of the territory; territory, urbanization of the territory; economic characteristics; social characteristics. In this study for the construction of integral indicator to assess the socio-economic development of poorly stable of socia land economic systems additive formula that integrates the normalized values of seventeen private performance was used. The author conducted a testing of the proposed integral index for municipalities of Volga-Akhtuba floodplain. The study found that the Volga-Akhtuba floodplain is characterized by the absence of an expanded reproduction potential of the territory in the mode of a balanced environmental and social orientation of teh economic development.
