Abstract.
Regions of the Northern Caucasus for a long time developed on the basis of resource and raw model under the conditions of the pre industrialization, degradation of natural and resource potential and heterogeneity of social and economic space. In the article it is emphasized that today in subjects of North Caucasian federal district firstly the solution of the tasks set at the first stage of the modernization connected with industrialization of production is priority. Secondly, it is necessary to intensify the transition to a new stage – to an innovative economy. Real basis of a simple reproduction of ethnoses of the North Caucasus are ethnoeconomy segments the largest part of which are seen “shadow economy”. It is emphasized that the resources of social and economic complexes of regions of the North Caucasian federal district should include first of all, resources of the clusters focused on the export of production out of the region or on foreign trade, and also which are based on natural resources. As a result of the analysis of efficiency of use of modernization resources the author of article comes to a conclusion that the strategic directions of development of North Caucasian federal district are connected with four clusters: fuel and energy, tourist and recreational, agro-industrial, innovative and educational. The problem of preservation and enhancement of the social capital providing is a priority. It implies an increase of a standard of living of the population by means of: provision of a possibility of employment of the population in the territory of the district; increase of level of the real income; improvement of conditions of accommodation and housing-and-municipal service, comfort of an urban environment, development of a services sector; decrease of social risks of accommodation in a multinational macroregion.
