Abstract. The article discusses theoretical approaches to the formation of the strategy of socio-economic development of small and medium-sized cities as a complex of measures aimed at achieving a decent standard and quality of life of the population living in them. The development and implementation of comprehensive programs of socio-economic development of cities require the use of resources in the form of spatial data. An effective means of storage of spatial data is a GIS system that integrates information about natural resources and socio-economic potential of cities.
