Abstract.

The article describes the institutional stabilizing mechanisms and modernizational capabilities embedded into the corporate industrial structures of the Russian city. The approaches to accelerate municipal development by achieving a balance between economic interests and social guarantees of a socio-responsible domestic entrepreneurship are proposed.
