Abstract.

The urgency of the participation in public management is substantiated. The main conditions for the development of participative institutions abroad are identified. The peculiarities and main problems of the development of participative institutions in the SFD for example of crowdsourcing, Public Council and regulatory impact assessment are disclosed. The measures to address these problems are proposed.
