Abstract.

The main limits for regional budgets in 2014 are federal transfers decrease, social payments expansion and a large debt. Russian regions are ready to sacrifice their business support programs to keep financial stability. Only Rostov region has an opportunity to extend budget’s stimulus for the economy. So the chances of Rostov region to become the center of investment activity in the South of Russia are good.
