Abstract.

The article reveals the tasks of the strategic planning of the social and economic development of a territory. The assessment of the most used methods of the indices construction of the regional development is given. The urgency of the use in the strategic documents of economic and mathematical methods and models with the development of a new methodic and program provision for the assessment of a comparative technological efficiency of regional systems is proved that will allow finding new tools for the solution of practical tasks.
